Emerging Tech Solutions Selected as Resilience Subcontractor for the U.S. Virgin Islands Office of Disaster Recovery's ReBuild USVI Initiative
Emerging Tech Solutions, Inc. (ETS) has been selected to serve as a resilience subcontractor supporting the U.S. Virgin Islands Office of Disaster Recovery (ODR) under the ReBuild USVI initiative; one of the largest disaster recovery programs in U.S. history.
About ReBuild USVI

The ReBuild USVI initiative was established by the Virgin Islands Office of Disaster Recovery to manage the reconstruction and modernization of critical infrastructure across St. Croix, St. Thomas, and St. John following the devastation caused by Hurricanes Irma and Maria in 2017. The program operates through a Super Project Management Office overseeing more than 40 large-scale projects totaling over $8 billion in federal funding. As of 2024, FEMA has committed over $18 billion through its Public Assistance program toward the territory's recovery, with the federal cost share increased to 95 percent for most projects and 98 percent for more than 240 infrastructure projects. Project bundles include the reconstruction of hospitals, schools, fire stations, public buildings, utility systems, and roadways across all three islands.

Emerging Tech Solutions Role
ETS is contributing specialized expertise in resilient infrastructure, disaster recovery technology, and project management services under the program's Project Management and Construction Management Services contract (RFP 001-2024-Stx/Stt/Stj). ETS's scope includes technical input, subject matter expertise, and resilience-focused planning across the full lifecycle of recovery projects, from scope development through construction management. ETS's contribution draws from its integrated technology platform spanning energy independence, resilient communications, edge-native intelligence, and environmental sensing; capabilities purpose-built for communities vulnerable to recurring natural disasters.
The U.S. Virgin Islands remain among the most disaster-vulnerable territories in the United States. Seven years after Hurricanes Irma and Maria, the territory is rebuilding not just to restore what was lost, but to establish infrastructure designed to withstand future events.
The ReBuild USVI initiative represents a shift from traditional recovery toward long-term resilience, the same principle at the core of ETS's technology platform.
