Strategic teaming agreement pairs ETS’s proprietary technology platform with BEL’s $36 billion manufacturing and defense engineering infrastructure to pursue U.S. and international resilient infrastructure programs

Emerging Tech Solutions, Inc. (ETS) and Bharat Electronics Limited (BEL) have entered into a strategic teaming agreement to co-develop and deliver resilient technology infrastructure across U.S. government programs and international markets. The executed agreement establishes a long-term alliance combining ETS’s proprietary solution architecture with BEL’s seven decades of defense-grade engineering and advanced manufacturing capabilities.
Bharat Electronics Limited, founded in 1954 and headquartered in Bengaluru, India, is one of the world’s premier defense electronics manufacturers. A publicly traded company with an approximate market capitalization of $36 billion and more than 11,000 employees, BEL has built its reputation over seven decades delivering mission-critical technology systems to the highest quality and security standards. The company reported annual revenue of approximately $2.85 billion in fiscal year 2025, reflecting 17% year-over-year growth.
Under the agreement, ETS serves as the Prime Solution Provider, leading solution architecture, system integration, intellectual property development, and all client engagement. BEL contributes hardware manufacturing, firmware development, cybersecurity protocols, and performance guarantees—bringing defense-grade quality standards and the manufacturing scale required for large infrastructure deployments. The alliance initially targets federally funded U.S. infrastructure programs, with international expansion into select markets.
BEL’s engagement includes an initial focus on integrating commercially available components with ETS’s proprietary system architecture, with a planned transition to custom-manufactured hardware. The alliance also envisions the establishment of U.S.-based manufacturing facilities, supporting domestic job creation while maintaining the security and quality standards both organizations require.
“This relationship brings together two things that rarely exist in the same room: a proprietary technology platform built for resilience at every layer, and a manufacturing company with the scale, security credentials, and financial backing to deliver it worldwide,” said Emerging Tech Solutions. “What we’ve built with BEL isn’t a vendor relationship; it’s a co-development framework designed to serve communities and governments at a scale that didn’t previously exist.”
Market Opportunity
The alliance addresses growing demand across both government and consumer markets for resilient infrastructure that can withstand natural disasters, grid failures, and connectivity disruptions. In the United States, billions of dollars in federal funding have been allocated to broadband expansion, disaster recovery, and community resilience programs. Internationally, underserved markets face urgent demand for affordable, integrated energy and communications infrastructure. The ETS-BEL agreement is structured to pursue opportunities across both channels simultaneously.
